    I think I've since read on his FB that it's related to his tugboat. Never mind I checked his FB, it's to legally change his name again, and his gender.

    I think it might have something to do with having a legally appointed payee vs. being able to receive his tug himself. Not sure how that's going to go considering he spends it on tattoos instead of housing.

    A payee would be a good thing, but I imagine that stuff is hard to work out. Kind of like how Chris is a sped but you've got to be utterly nonfunctional for a lot of the things people propose the government should do to help him.
