I see two ways you can go with that.

    A) Take the super, super serious route and just go way over the top with how technical/visceral/tactical it is. Just act like it's actual combat you're trying to simulate.

But what you do is you don't tell the players their characters are plastic army men. But the instant they try to do something like put down their rifle to pick something else up, they can't (because it's molded to them). You could go even further and run it like a horror, like if the players try to fire a weapon, nothing happens (because it's plastic, duh).

You need a really punishing military ruleset for this to work. Like this monstrosity: http://avp.wikia.com/wiki/Aliens_Adventure_Game

Or any flavor of Delta Green.

Though if you wanted something playable, you could reskin Only War or Death Watch.

    B) Go system lite as you describe and embrace the ridiculousness of it. Run missions against "The Killer Giant Jungle Beast" (a housecat) or "The Death Ray" (a magnifying glass), but the characters know they're toys, which you can play with like Toy Story. Any generic system should work.

For a more robust feeling, the *world engine might work, you could reskin something like this:

    www.onesevendesign.com/regiment/the_regiment_2_5_colonial_marines.pdf

You could have Officer, Medic, Rifleman, Mortar Dude, Grenademan, Binoculars Guy, etc.

I apologize for the thread necromancy, but I'm definitely going forward with the Army Men RPG idea.

I'm going to use a re-skin of Twilight 2000 (probably Version 2.0 or 2.2) for this project and maybe actually run it as a play-by-post.

After the franchise got acquired by 2 different companies post-3DO bankruptcy, the IP ended in the hands of Take-Two, after 1 decade dormant it got a new Pay2Win mobile game on 2017 that have a bunch of Mafia city-tier ads:

While a terrible fate indeed, the game got official crossovers with Megaman and Metal Slug, although the former was Japan only:
